As you said we use quality inspection for processor order GR. But for certain materials, we do not want the quality inspection to be done in the production plant. We want to do the quality inspection once the stock is transferred(STO) to a different plant. And in the production plant, we don't want the process order GR to place the stock in unrestricted stock either as it might be consumed before it is transferred to the other plant and the quality is done. So, we want the stock in the production plant to be temporarily put in the blocked stock until it is transferred to the other plant.

(Plan is that the plant personnel would move the stock for block to unrestricted just before it is delivered against STO.)
