Goto SPRO->Personnel management->personnel admin->customizing procedures->Actions->Define infogroups->info group->enter the action(for which you want to change orders)
Here you will find entries based on user group(generally country grouping). Scroll down to required user group. Each infotype maintained there has sequence no. maintained. Modify/delete this as per your requirement.
