Do you want to say the the The SCN Rules of Engagement are not able to guide the users when content is rejected?
I totally with you that a little note would be much better than nothing. And in modern browsers like Google Chrome we even have a history to choose from, so we dont need to type a text again and again. So just the word "FAQ" could be sufficient in many cases.
But most rules are really self explaining. If someone reopens a 10 year old question with "I have the same problem" then I am already certain he has not read the rules, because the is clearly addressed and the user should get the link about what was wrong by reading the rules once.
And a vast majority of users who get a question rejected is not even able to navigate to the notification tab. So they do not see the moderator notes. An evidence here:Idoc status 3 but not reflecting to target system , where he just re-posted a rejected question, see my first reply. And if you put these words into the SCN search then you see how many time I had to explain this: actions icon top right notification
And these are only those that are not yet cleansed from the board.
Of course this might be the UX which is not user friendly enough, but most who are posting here have chosen a IT profession for their life, if we are not able to manage this UX, how will we ever able to guide our users?
Lets see what challenges we get with the new platform that comes next year.
